2011年の東日本大震災に見舞われた地域に、数100キロメートルに及ぶ大防潮堤が築かれている。「北の里浜　花のかけはしネットワーク」は、主に東北と北海道の人々で活動する小さな市民団体。彼らは、威圧的でさえある人工的な防潮堤に、ある「工夫」を施し、自然と人間がともに生きることの重要性を問う。
